Washington Place Equities, LLC was founded by Mark Caplan, managing member, in 2013 to pursue development opportunities. The entity has focused primarily on multifamily. Increasingly, there have also been multiuse aspects and urban location as significant components. In recent years, the company has, with investors, undertaken the acquisition of Greenbriar Townhomes in York, the historic renovation of 520 Park Avenue and the Mt. Vernon Market, new construction of 500 Park Avenue, the current historic renovation of The Fox Building in Hampden, and the recent acquisition of a controlling interest of 1111 Light Street in Federal Hill.

MARK M. CAPLAN
Mark M. Caplan graduated from Gilman School in 1976, Johns Hopkins University in 1981, and Columbia Business School, which he attended as a Dean’s Fellow, in 1983. He began his career investing and managing real estate in 1978. In addition to his role at WPM, Mark serves as the President of and CEO of The Time Group, an investment real estate firm, as well as President and Chairman of the Management Committee of Madison Capital, a national vehicle and equipment leasing firm. He is a founding member of the Real Estate Advisory Board at the Columbia Business School. He has been a guest lecturer at the Columbia Business School, Wharton Business School, the University of Maryland School of Law and the Carey School of Business. Community involvement has included positions on the Board of Trustees at Saint Ignatius Loyola Academy, the Bryn Mawr School, Walters Art Museum, Gilman School, Center Stage, and Baltimore Educational Scholarship Trust. He is a member of the Board of Directors at Bay Bank, FSB as well as the Charles Street Development Corporation.

Dominic Wiker is an experienced development professional with over 15-years of managing large-scale development projects. Dominic recently oversaw the development of The Fox Building, a $20 million adaptive mixed-use project in the Hampden neighborhood of Baltimore as well as the development of the two projects in Baltimore’s Mount Vernon neighborhood: the $32 million redevelopment of the 250,000 square foot historic Hoschild Kohn warehouse into 171-market rate apartments with 18,000 square feet of commercial/retail space, known as 520 Park, and the $29 million new construction of 500 Park into 153 market rate apartments. Prior to working with The Time Group, he managed the development of McHenry Row, a $150 million mixed-use project in Baltimore’s Locust Point neighborhood and was a Senior Development Director with Struever Bros. Eccles & Rouse overseeing such urban in-fill, mixed-use projects as 1209 North Charles, Charles Commons and the Village Lofts. Dominic received a Bachelor’s degree from Johns Hopkins University and a Master’s degree from Carnegie Mellon University.
JAMES H. DAHLGREN, JR.

James H. Dahlgren Jr. was appointed President of WPM Real Estate Management in February 2018. Most recently, he served as Vice President and Director of Business Development and Corporate Marketing. James started with WPM Real Estate Management as an intern in 2005, joining the firm full-time in 2007 as an Assistant Property Manager and later was promoted to Property Manager with the Multifamily Real Estate division. During his tenure with WPM, he expanded his role, continuing to take on increasing corporate responsibilities for business development and marketing. James is a Certified Apartment Manager (CAM®) through the National Apartment Association. In addition to hands-on apartment management experience, he also has over ten years’ experience with budget forecasting, investment analysis and deal underwriting for market rate and senior living assets. Active in the industry, James instructs real estate classes for the Maryland Multi Housing Association (MMHA®) and sits on the MMHA Legislative Committee. Additionally, he is continuing his education through the Institute of Real Estate Management (IREM®) and the Certified Commercial Investment Member Institute (CCIM®). James was named to the Maryland Daily Record’s 2017 VIP List, which recognizes Maryland leaders under 40 years of age for their professional accomplishments, community service and commitment to inspiring change. In addition, he was selected to the Class of 2018 for Leadership Baltimore County. A lifetime resident of the Baltimore area, James is a graduate of McDaniel College.

Justine L. Fields, CPA graduated Magna Cum Laude with a Bachelor of Science in Accounting from the University of Baltimore in 1987. She is a member of the American Institute of CPAs (AICPA®), and the Maryland Association of CPAs (MACPA®).
She spent the first ten years of her career, as an Accounting Manager in the real estate division of a large public accounting firm located in Baltimore, MD. Justine brings over 25 years of experience in finance, real estate and property management.
